I think it's definitely possible, I don't even think it would necessarily be against licensing rules since the rest of the figures would look different. But I wouldn't be surprised if there was a general desire to stay clear of anything that might upset Playmates, too.
Honestly, regular Leo & Style Guide Raph are already done.
(I really need to retake that pic with the new heads, lol) (Speaking of...)
And with the swappability of the TiD heads (we're just still calling them that, right? To make things easier? lol), they could give us a two-pack of a forest-green Donatello & a brown Michelangelo. It wouldn't be NECA's fault if people switched the bandanas...........
I bet NECA could get approval from Viacom if it wanted to for Playmates colored turtles. Those colors show up in a whole bunch of places, so it's likely not a Playmates thing, but comes back to that "gentlemen's agreement" NECA and Super7 have both confirmed is in place. I don't think Super7 doing more toon-inspired ReAction figures (and NECA would tell you these are more style guide than true cartoon versions despite how Super7 is advertising them) goes against that since NECA isn't doing anything in that scale or style for TMNT.
Yeah I know they showed up in the SNES version of Turtles in Time
And I think they're also available as DLC in Shredder's Revenge
I was shopping for underbed storage bins the other day. So instead I walked out with Space Usagi, which I've found at two locations now.

Thanks Mister GeekE, you are doing a lot to help raise awareness of the many other characters still missing from the 1987 Fred Wolf line!
Well, it's Halloween, also known as "the end of October." Anyone see any movement on their Turtle Van shipments that have been stewing in the FedEx app for close to two months?!
I thought the last NECA update email said Vans in Nov, Sewer Lair/Accessory Sets in December.
Today starts November so it's officially Van month.
@bricknator you may be right. I know they were saying October for awhile, but maybe they decided to change the date. I'm guessing all of the "Label Created" statuses many of us have with FedEx are literally just that, a bunch of labels have been printed and they're waiting on the actual item to slap them onto. I'm guessing we'll get an update fairly soon.
What's interesting about the Labels created fiasco is I've yet to see one created for the Sewer Lair.
For whatever reason they started creating them early for the Van. Or, the Sewer Lair will be delayed into 2024.
Right now, the Van is the exception when it comes to the label created thing. I wouldn't read much into it as it concerns the lair.
Of note, I saw NECA promoting a Black Friday sale coming to their webstore. Hopefully there aren't some quick-hitting exclusives hitting that will be a nightmare to get ahold of (especially for me as I won't be home or anywhere near a cell phone).
Hopefully the "sale" is simply a second chance at some stuff that quickly came and went.

NECA doesn't understand the definition of "Sale". They will probably just list a bunch of products at regular price with $15 shipping. If people are lucky, maybe some Aprils and Mirage sets will go up as well.
