I noticed NECA used the regular street scene diorama and not the cartoon one at NYCC. Which is actually still available, unlike the toon one.

I think I'd prefer the toon one as I currently have none, but am keeping the regular one in mind as a backup given how well it works in their display with the April's apartment add-ons.
I suspect that NECA is planning on re-releasing the Toon street diorama at some point, possibly when they plan to release the internal April's apartment sections. That way people that missed out on the initial release of the street diorama can buy both the street diorama and April add-ons, and people that already have the street diorama can just purchase the April add-ons, and maybe they even order an additional street diorama to fit the inserts in!

Yes, actually!
He finally admitted to a Universal Monsters Shredder coming out, amongst "other characters".
The Usagi Yojimbo "Year of the Rabbit" set will be up for preorder on the NECA Store in the next few weeks.
The battle damaged Fugitoid and more will be in a Last Ronin accessory set.
He also said that many of the Mirage Foot Soldiers and other characters will see re-release.
Also, a few different Mousers are coming out with a bunch of different characters.
Mirage April will release next year.
Won't say who is coming, but LOTS of Archie and Mirage on the way.
The one thing he said that I didn't like was a lot of figures are due out Q1 2024. Which tells me Spring Haulathon. Ugh.
REALLY wants to do a 24 inch Irma.

I was hoping they would have asked about re-releasing the Turtle Van. Also, the Easter Eggs in the apartment surely hint at upcoming reveals.
At least the Kitchen and Lab were brought up again. The Sewer won't feel complete without them.
I'm not surprised those apartment inserts were just for the show. I don't think many collectors display their street dios with the back open so it's almost pointless for most collectors. At least, relative to what it would cost. It isn't hard to do something like that with a trip to a craft store or maybe some doll house type stuff. I've toyed with the idea of doing something to mine just because it is a lot of empty space on that first level, especially, but I haven't done it yet. And if I did, I wouldn't want an apartment setting, probably a pizza parlor or arcade or something.

I defend NECA when I have good points for doing so. My regular defending of the living room diorama is very logical and fair I believe. The diorama is huge and sturdy so looking at it from a $/kg point of view is very appropriate, it is a helpful way in working out how much product you are getting for your money. It is not the only factor but it is a significant one. I did what I could around deadline time to get more people to pre-order it as I could see the value there.
I am hopeful that NECA have ordered a few more living room's to be made by the factory that they can sell as part of a limited stock order when they offer up the kitchen and laboratory dioramas for open pre-orders.
As for what accessories that were new, there is April's TV, a drawer-table, a gold coloured trophy, some kind of new gun, a new top to Raphael's head, a gizmo that comes with Space Donatello that I don't recall seeing before but I'm not 100% that this particular accessory is new as the figure has been shown a few times now. So that is 5 or 6 new accessories, and also new diorama inserts that may or may not become available at a later date...
