Billy (CC's son), Zartan, Tyrone, Capt. Minh, Firefly, Fred VII, Dr. Mindbender, Voltar and Raptor
I’ve never read the Joe comics, but of what I’ve tried to learn about them, I’d be pretty glad to see Billy Kessler find his way into Classified.

He could probably be kitbashed with a new head too.
I've seen some say Hasbro will never do a hooded Cobra Commander, and others have called them idiots. But anyone know the truth of it?

I don't have the quote, but I believe they said something along the lines of "No plans at this time" and people took as a "Never"
Regarding people who say never, who say "Hasbro will never do X",
as Mark Twain put it,
“It is better to remain silent and be thought a fool than to talk and remove all doubt.”
Never is definitely a long time. Hasbro does seem to be playing it safer/more conservative with no hooded Commander, modesty blouse Titania, etc. Times, social norms, and parent organizations change, but not always quickly and not always in ways we would have them. I think it's fair to suspect safer choices and be pleasantly surprised when something riskier comes out.
There's $$$ to be made. A hooded CC will be made, sooner or later.
I'm really not sure why the hooded CC thing is a mystery to anyone. Certainly, Hasbro can make one if they want to. They're always going to leave that option open to themselves. But even when making a non-retail, HasLab product where the final figure could have been the much-requested hooded CC instead of the Mickey CC - they opted against it.
Over the 4 years-ish of Classified, with like 140-150 figures (including the ones revealed but not yet released) and maybe 5 or 6 releases for Cobra Commander himself, Hasbro has taken every opportunity to very specifically NOT release a hooded CC, even when it would have made perfect sense to do so.
Anyone holding out that we're inches away from getting blueberry KKK is kidding themselves. Yeah, they could do it. But they're clearly not going to, and for super obvious reasons that one would need to be absolutely insane to ignore. Hasbro is a toy company. They're not looking for controversy.
If you want a hooded Coco it’s easy to achieve.
The Twilight Guard and Steel Corps Commander is a nice repaint/repack. Colors give em personality. I drilled ports in the techie Gung Ho guns for the effects. The backpack still stinks. Holds the shot gun weapon ok. Gave Comnander Grubt backpack for weapon storage. Good figs. The guards are going to be my elite guards for Mindbender. I’m sure they are enhanced by mental and chemical treatments by the mad scientist.
Thwipp!
Personally I'm waiting for either a v6 CC with the hood, or maybe a black Crimson Guard to make my own v6 CC. Twilight Guard is the closest so far I think, but he's still a bit off. Really hoping we get black CG, I'd probably get five so my custom CC has a crew. Seems like easy money for Hasbro. I'd love to see them do like Transformers and have a "Selects" line of repaints.
@theknightdamien i get all that, but in my mind... Having a villain character in a hood isn't too outlandish. Red Skull isn't portrayed as a hero, or even really a charismatic villain. He was a world class terd, as he should be. Not really a mystery to me why Hasbro wouldn't go there, and I'm not surprised if that's the case, but using that look on a diabolical villain makes perfect sense to me.
