So, this is such a great era of heroes and costume designs that is woefully under utilized and under represented.
My list doesn't bring much new to the table:

1st Honorable Mention: Gorilla Man (Kenneth Hale) - he 1st appeared in 1954, but the imprint had already changed from Timely/Atlas to Marvel by then, so he doesn't technically qualify for this list. But if he did, he'd be on it. I grew to love him in Agents of Atlas, but he dates back 70 years, so...
Ironically, the villain who also used the name Gorilla Man - Arthur Nagan - a member of the evil group the Headmen - also first appeared in 1954, though 8 months after the Ken Hale version. I would take a figure of him too, along with his teammate Ruby Tuesday - but that's another list.
Other Honorable Mentions: Sun Girl, Red Raven, the Angel, Thin Man, Blue Diamond, Blonde Phantom
The one on my list no one else mentioned wasn't the most major of Timely's Golden Age Heroes:
But, the Black Marvel holds a special place in my heart because he was resurrected in the comics as being the mentor for the Slingers. And the Slingers is a set of figures I also desperately want in Marvel Legends. Given that the costumes started as Spider-Man alternate identities I'm surprised Hasbro hasn't tapped that vein already.
Anyway - if we're getting Golden Age heroes, Black Marvel is one I would like to have... but so are the rest of that list, and the honorable mentions... and others that might have been added retroactively like 3-D Man and Spitfire.
Let the record show that despite what I wrote on my own list, I’d be more than happy with any of the characters anyone has listed thus far.
