I imagine if someone had figured out a cheap way to 3D print molds some of the smaller companies would be on it to lower their retail costs. Hasbro and Mattel would just pocket the savings of course, but Super 7 or LooseCollector would probably jump at the chance to lower MSRP for the same profit.
The ones that come to my mind for this style / size are Mangog, Awesome Andy, a proper Kirby Sentry, Eternity, maybe a 14” or so Living Tribunal. Surtur maybe. His size varies. Terminus seems too big for this program.

Well, to be fair, he's written down as being 11 feet. Yeah sure, Dragon Man is written as being 15'3", but still, Orka could fit. 😀
Baf could/would work as he's pretty plain as it is, but it'd just be a lot cooler of a figure if he were massive. Imo.
Yeah; I'm fine with Orka being Hulk or so sized. His costume is pretty non-descript.
I'd like to get Okra myself but with this not-a-haslab-but-like-a-haslab approach, I would be pretty surprised to see that one successfully get enough orders to go through with production. BAF, deluxe or some 2-pack with a classic pinless Namor upgrade would suffice.

Agreed, I've had Namor and Tiger Shark off fighting each other on their own for quite some time now. I've got the same type of 1:1 thing going on now with Punisher/Jigsaw and more recently Moon Knight/Nefaria. They could all use some friends.
