Which kind of goes to my point that most are giving Hasbro WAY too much price point leeway over what these offerings should cost. That's a 7"+ original sculpt with paint work and wings for $30 MSRP and that includes a license fee and retailer cut.
I could see this strategy also being used for sets.
Errr...haven't they been already doing that for 10+ years? They usually don't go to mass retail, but 4 or 5 packs or 3 packs with a big character or two come out every year, and usually more than one per year.
I was thinking that this might open up bulkier and niche characters like Mangog, Shuma Gorath, Supreme Intelligence, etc., rather than a means to produce basic 12" figures like Goliath, Atlas.
That this might also be a model for some vehicles is interesting. Assuming they want the HasLabs to stay in the $200 and above range, a made to order $100 to $150 range makes sense, depending on the item. (I will argue that a Hell Charger less tricked out and $100 would fit into this).
I feel like they already know they can make standard 12" figures at a price point that retail can accept, it is more if they choose to do so, so don't see them using that model here.

Why? They tried that from 2015 through 2018, and the line failed at retail. I would think that proved to them they can't do 12" figures at mass retail.
But maybe through fan channel or Pulse only it could work...
So, obviously they know there is a pathway for vehicles in the $50 to $120 range as they have done that with G.I. Joe. Of course G.I. Joe has two major advantages in that area that Marvel does not.
First, of course is licensing. There are no licensing fees to build into the cost of products with G.I. Joe as there are with Legends so the budget can stretch a little farther there.
The other is reuse. The vehicles that Hasbro has put into the Joe line at that somewhat higher price point - the VAMP jeep or the RAM Cycle or the Ferret - get repainted and released for another faction as the Stinger jeep or the Nightforce Cycle or the Tiger Paw. With vehicles in Legends they are likely not recyclable in the same way and so would have to carry more of the total production cost in the original item price.
Both of those things push the price higher so a Punisher van - though it doesn't need to be much more involved than the Vamp jeep, probably costs at least $150 or $175 instead of $99
@enigmaticclarity Are you talking about the line that was promoted as oversize for the 3 3/4" figures? I don't recall it failing and in fact I thought it was kind of hard to find, it was more the 3 3/4" line that collapsed.
If they didn't think 12" figures were an option, then why make MCU Surtur and Super Adaptoid?
My suspicion is that once they decided to go huge for the HasLab, that put almost all 12" versions on the backburner until they mined the HasLab size so they didn't compete with themselves. Which pretty much means they might have been holding off for 5 years now.

Idk about 10, but I haven't collected regularly for 5-6 years now so I might just be not thinking along those lines. However making a 2 or 3 pack with Wolverines, Punishers, Iron Mans etc. is not the same as making a 3 pack of Asgardian characters or Inhumans. HasLab wasn't supposed to just be about big stuff, it was supposed to offer things regular retail was skittish about or outright denied. So I do see some new possibilities.

Usually they give these big packs to Amazon. The latest is the X-Men Villains 5-pack with an MSRP of $124.99.

I don't know anything about oversize 3 3/4" figures--I'm talking about the 12-inch line with an MSRP of $49.99 that were available for clearance prices of under $25 for years before they finally sold out. Super Adaptoid is almost complete re-use of the 12" Captain America figure they released in 2015 shown below.
My guess with the Surtur and Super Adaptoid releases for why they chose them has been it's because they hoped there would be more of a market for them since they tie to their lucrative 1:12 scale Legends line, but neither seemed to sell that well so I've been wondering what would happen with those for the future. This new line seems to address that by skipping mass retail where Surtur and Super Adaptoid failed.
Annihilus is just BAF sized. He isn't huge usually. Not much bigger than a good sized man or Ultron's size or so. Maybe on a buck the size of Luke Cage or Hercules. The old BAF is really bigger than he needs to be but I def will replace him with the MS one until ML finally gives us a proper one. The old BAF one was so wanting.

@enigmaticclarity Ah, I was saying that they could release 12" figures that were scaled to the 6" Legends line.
The failure of the 12" scale line is apples to oranges, as no one was buying a 12" Cap to mix in with their 6" Legends, but might have bought a 12" Giant Man for that purpose.
The 12" figures designed to go with the 3 3/4" Marvel Universe line included the Frost Giants, Bill Foster and Giant Man. Back in 2009 or so I guess, further back than I realized.

I have a couple of the Frost Giants, Bill Foster and Blue/Yellow Goliath in with the MLs - and the Sentinels that were also part of the MU line.
Whenever people talk about oversized characters in Legends, I think what we need is that line again, minus the 3 3/4" figure pack ins.
