I was going to suggest maybe a DCUC (well Signature Series) Superboy (Conner) - but then I did just a quick ebay scan to see what that figure was going for and holy heck. Maybe not the easiest head to to come by.
Hmmm... maybe the 80th Anniversary Colossus head? It might be too big for the Luke Cage body, it's the closest Legends figure I can find with the high and tight hair stlye and it's the only Colossus figure with an even remotely benign expression on his face..
It might not work though...

I found a stack of Ultrons at an Ollie’s in Oklahoma City during a work trip this week, I had to grab one.
At Target today I saw the McF Rookie/ Mister Bloom set on clearance for 21$. Some stores still have it for full price, so if you want it on clearance, check which stores say "in store only". Those are more likely to be the ones that have it on clearance.

I see the one-time $15 off of a $75 toy purchase via Chrome on my Windows desktop. But sometimes those deals are member-specific.
Everything on the Target Circle page is ymmv, or most of it.
Some people may get the same offers, but unlikely.
I don't know if any of these were new but found ML Avalanche and Longshot both for $7 on Target.com. They also had McF DCM Batman/Hush 2-pack for $14, Joker Dragon for $13 and an old Joe Classified Roadblock for under $10.
