This is most likely what's going on. On-again-off-again sales, in and out of stock multiple times a day, stores showing "in stock" not actually in stock. It's quite a game they're playing.
Anyway, I was able to get my $25 Phoenix on Friday from the one out-of-the-way Target that I could do an order pick up from. With rush hour and perpetual Twin Cities construction, my half hour trip took 45 minutes one-way. An hour an a half total. I know beggars shouldn't be choosers, I'm happy with the price, but I don't think I'll go that far out again.

They're just incompetent at managing inventory well--which is true for Walmart as well for the most part. Watch them for any amount of time and it's clear that they've de-emphasized managing inventory well for whatever reason.
I've had some experience with inventory management within companies, and it's costly. So them choosing not to manage it well may be the right call for their bottom line, I'm not really sure. Certainly I hate it since they're my favorite place to buy Legends, but I also acknowledge that it might be the right call financially. Most stores don't manage inventory well to the extent where what you see on the web site matches what's in their stores, so I can't hold them to a higher standard than I hold every other retail store.

Stopped at an Ollie's in Uniontown, PA and they had some M.O.D.O.K. figures for $30, Joe Fixit, Captain America (Bucky), Iron Man (Avengers 60th anniversary), Captain Marvel & Dr. Doom (2 pack), Black Knight & Sersi (2 pack( & Nighthawk & Blur (2 pack).
I would have liked to seen the Black Widow from the Avengers 60th anniversary line.
Here's a new Ross find I would love to get if I had a nearby Ross: GI joe x Transformers Thunder Machine for $25. Been thinking about getting into them, but dropping $100 makes it even tougher now. I picked up the Sgt Slaughter Triple T yesterday from Amazon to gauge my interest when it dipped to $82 (from $90).
