It is puzzling. The product title and description reads like a Chinese bootleg seller, but Amazon has listings from over 10 more sellers all sharing that same terrible item title and description many of which are US-based.
It's definitely not the older SDCC Ulik because that one had fisted hands only whereas that listing has open hands, but the one simple pic doesn't show the mace, extra screaming head, or extra fisted hands that the Walmart exclusive version had. My guess would be that it is the Walmart exclusive version since that one wasn't exactly a hot seller so that low price point makes sense, but why the Amazon description for all of the sellers is so terrible I can't begin to guess.
I’m tempted to roll the dice on that Ulik - have the boxset one but preferred the shouty head. At £18, it might be worth the swap.
An Amazon marketplace seller has ML Blob for $75.

Went to Target hoping to find a couple of their exclusive items for other brands (no joy there) but did happen to unearth an Iron Man Classics Whiplash marked down to $7.49. I figured at that price I could pick him up to make use of him as something... Flag Smasher maybe?
@panthercult That's a nice find. I really dig that figure! I bought a couple more deluxe Sam-Caps when they got down to $10.50. Not as much utility there, though. All my Target has now are about a half dozen each of the MCU Iron Man and Spider-Man reissues.
Yeah... on the pegs at this Target were 3 MCU Iron Man and 9 MCU Spider-Man - all still full price. The retro Whiplash figure was buried in a heap of junk in the "clearance" aisle under a variety of stuff. Not even sure why I was pawing through it. Felt like a good find though. It was interesting to me though that he 7.49 price suggests that isn't even as low as they will go on it, right. Doesn't Target's final clearance price always end in a 4?
@panthercult At my Target, the first cut is usually 30% off, then 50% off and the final one is 70% off. If it doesn't sell at 70% it then gets liquidated (sold off to secondary retailers for re-sale). I have a friend who owns a "bin store" that buys all of this kind of liquidation stuff and returns from local big box retailers and the local Amazon warehouse for pennies on the dollar to resell at what are still discount prices. I think this is somewhat the business model for places like Ross, Ollies, Kids Warehouse, etc... but he's just a local guy and not part of a chain.
Toyshiz had a post earlier today of Phoenix scanning for $35 at Target. Didn't appear to be a sale price. Why did I pay $50 for this thing? Obviously, I would've been more enthused about this pack at $35.

Hit up Ollie's today. Picked up an extra Egghead and after resisting the urge for weeks, finally caved on getting one more Ultron. The big find, for me, was a Captain Carter shield for something like $60. My daughters thought it was the most badass thing ever.

I can't take advantage of Amazon's easier return policy. I canceled my Amazon preorder and kept Pulse.
Toyshiz's post about it shows the TCIN and DPCI for Phoenix, so you can call your local Targets, give them the DPCI, and they can tell you if their store or other ones nearby have her in stock. I checked the TCIN in Popfindr but it returned nothing as often happens now that Target's inventory control sucks so badly.
