@schizm I think they're more hyper-focused on the bottom line than ever before. Perhaps due to the hard times Hasbro has had in more recent times, the new CEO, or just as a way to counter rising costs. If there really is serious consideration to letting the license go, the Legends team may also be trying to make their division look as profitable as it possibly can in a bid to get Hasbro to reup with Marvel/Disney. It is maddening at times because the tooling for a female chest without a neck line (just like tooling for male forearms without a glove line) should be a cost that's pretty easy to recoup, but they just don't care. They know their fanbase will settle for what they get. It's just baffling when one considers how much new tooling was used for the X-Men '97 Jean that likely has little or no use going forward (granted, they didn't want to give her a diaphragm cut so they kind of skimped on her too) and it becomes really hard to make heads or tails for their decisions. Best guess is that a retailer exclusive like this Jean has a small budget and it all went to the new heads and there is just no flexibility at Hasbro because of the size of the company. A smaller shop could go right to the top and ask for a little extra to do this or that with a sculpt, or just tack on another buck or two to the price, but everything with this line (and it being a Target thing) likely means it has to comfortably fit into very specific parameters in order to get made. It's actually more surprising that the deluxe Phoenix had to settle, but like you noted, at least it's painted black and not nearly as visible.
I've started getting the "pre-ordering processing soon" emails from BBTS for the new Spider-Man retro card wave today. Go figure, I just finalized a pile of loot to ship on Monday that hasn't even processed and gone out the door yet and that's after just sending a much bigger one the week before. Like clockwork!
I spotted one of the Spider-Man's from the new retro wave at Target the other day. Spider-Man Unlimited maybe? I forget what exactly he was named.
I'm hoping 97 Gambit hits my POL soon at BBTS. I want to pull the trigger on him and the McFarlane Shazam and Reeve Superman that are already there.

My guess is that Disney cares more about the current media tie-in figures (MCU and D+) than the comic figures - in terms of licensor approval and fidelity to the source material - so that to the extent Hasbro has tooling and paint budgets a disproportionate amount probably has to go to those figures so they get them right. X-Men '97 Jean will get more scrutiny and also more details than X-Factor Jean.
Not saying Disney doesn't care about the comic figures but I suspect things like "that collar isn't accurate" get noticed more on the MCU/D+ stuff, or at least they are more likely to say it has a clear look to compare to, so that reuse that is close enough doesn't work.
Feels like that Spidey wave is arriving a lot faster than originally expected. Not complaining - I'm never upset to get new Spider-adjacent figures - but just caught me off guard getting a few "shipping soon" notices from Pulse.
