Mine had it when I first got it, just ran it under water. It may have it again, haven't taken it out in a while.

I know I've read an article regarding many of Mattel's DCUC, MOTUC, and Ghostbuster figure having the white powder issue before (and many of my in-hand copies have that issue) and it has something to do with the type of plastic used for the figure. For some reason, it reacts with oxygen and produces the powder, so while it doesn't seem to affect the durability to the figure over time (yet), it is something that will keep recurring.
