I really hope Oscar comes with shoulders and arms. I’d trade that for the elephant trunks.

Pixel Dan's video does seem to indicate he's gonna have arms, if not being super-explicit about it:

@captaincracker In printed art from back in the day (books and such), Herry wore pants. I don't recall ever seeing a fully built Herry with legs, though.

This was my reaction!   I thought it was just me!  I had a Herry plush back in the day and he was one of my favorite characters.  The pants are throwing me off.  I see a lot of art with him wearing pants, but I'm not a fan.  Still buying it either way.

Herry’s pants are there to get people to buy the brick wall so they can put him behind it!

I don’t need to be coaxed into buying that brick wall. I want it. That and the lamp post.
