I just remembered another "Marvel Legends" set I'd add, since Hasbro loves anniversaries: their live-action Marvel TV series from the 1970s. A figure of Spider-Man from the live-action "Spider-Man" TV series, with an alternate Peter Parker head based on the likeness of actor Nicholas Hammond and with removable web-shooter and utility belt accessories would be cool and I'd make a three pack or wave from "The Incredible Hulk" live-action TV series that includes Bill Bixby's Dr. David Banner, Jack Colvin's Jack McGee and Lou Ferrigno's Hulk. If the Hulk TV series figures are placed in a new Retro wave, I'd include Thor from "The Incredible Hulk Returns" and Daredevil and Kingpin from "The Trial of the Incredible Hulk" for good measure.
If I was in charge, you'd better believe it would be a movie figures heavy year
@stuartgreen
Add a John Rhys-Davies Kingpin, a Peter Hooten Dr. Strange, and a Reb Brown Captain America with motorcycle.
I wouldn't mind a Series II throwback wave.
- Human Torch updated in that classic opaque red and yellow + flame stand
- Sub-Mariner update in that outfit w/ the underarm web things added + water stand
- Thing on the retro buck (washed) w/ trench, hat & shades
- Dr. Doom in all his classic accurate goodness?? Whew, c'mon =)
On top of that, I would acknowledge anniversaries gallore.

Feral
Marrow
BAF: Armor
Avengers:
Modern Wanda
Phyla Vell Red Suit

BAF: Valkyrie's horse
Do them all right - alt head sculpts, sculpted parts, power effects - and they'd sell great. The horse could be subbed out for Big Bertha or another character. So nice that Crystal is off this list now!!!
Everyone in OHOTMU V1-V3 who hasn't been made yet. Hey, I'm in charge here. Don't look at me like that.

2027 will also be the 50th anniversary of Star Wars, so I think it will be time for Marvel Legends to follow in the footsteps of the Muppets, Cars, M&M’s etc. and have the characters cosplay/mashup with Star Wars in figure/die-cast/PVC form.
Note – these combos only partly make sense…
Original Trilogy
Peter Parker as Luke Skywalker (young, everyman, earnest)
Gwen Stacy (Spider-Gwen) as Leia Organa (also young, feisty, not a sister to Peter though)
Johnny Storm as Han Solo (cocky, brash)
Ben Grimm as Chewbacca (loyal, pilot, banters with Johnny)
Reed Richards as Ben Kenobi (older, wiser - I almost went with Ben Parker here, and could be convinced of that)
Doctor Doom as Darth Vader (obvious and a foil for Reed, so I liked the Reed/Doom dynamic better)
Thanos as The Emperor (Ultimate Power)
T’Challa as Lando Calrissian (charming, leader of his community, knows Johnny)
Frank Castle as Boba Fett (likes guns)
Wilson Fisk as Jabba the Hutt (gangster, big guy)
Prequel Trilogy (note I recast here)
Scott Summers as Anakin Skywalker (classic hero, start as a teen, maybe too serious)
Jean Grey as Padme Amidala (Scott’s crush, also starts as a teen)
Steve Rogers as Qui-Gin Jinn (Mentor and leader)
Bucky Barnes as Obi-Wan Kenobi (starts out brash as a sidekick)
Logan as Darth Maul (feral and ruthless)
Magneto as Count Dooku (refined and ruthless)
Danny Rand as Yoda (mystical and philosophical)
Luke Cage as Mace Windu (practical and philosophical)
I'd go for a dedicated BAF wave of "We're sorry it's taken this long to get to these, we don't know what we were thinking" - but probably something pithier for the packaging.
So, I really like Chooch's wave and decided to run with it and tweak it ever so slightly...
Phoenix (Rachel Summers)
Swordsman
Starfox
Namorita (classic green costume)
Attuma
Will O the Wisp
Spot
BaF: M’Baku
3-pack Box-Set: Warriors Three
Slightly more on topic, I assume they will get to hero figures eventually, but less sure about other stuff, so, if I really was in charge:
Large Vehicle Range:
Fantasticar Mk 1
Hellcharger
Thor's Chariot and Goats
Punisher's Van
Environment Range:
Danger Room modular walls for X-Men
Laboratory (Kirby Style) modular walls for FF
Horse Range:
Phantom Rider and Horse
Aragorn with Black Knight
Civilian 2-packs:
Aunt May and Uncle Ben
Robbie Robertson and Betty Brant
Flash Thompson and Harry Osbourne (HS/College)
Betty Ross and General Ross
Foggy Nelson and Karen Page
Jarvis and Willy Lumpkin
Happy Hogan and Pepper Potts
Alicia Masters and Wyatt Wingfoot
Some fun Amalgamations there. I would suggest some tweaks though:
Paladin in the Han Solo role.
Taskmaster in the Boba Fett role
Slug as Jabba the Hutt
T’Challa just doesn’t say ‘scoundrel’ to me. I’m hard pressed to think of an alternative.
Perhaps Stephen Strange as Yoda?
Robbie Baldwin as Wedge
Moloids as Jawas
Dreadnought Stormtroopers
Dr Malus as Dr Evasan
John Proudstar as Biggs

I had a "wishful thinking" idea recently that they could use the Marvel Universe Handbook logo and frame the box with it (like they did with Death's Head and the 90s trading cards). Put a solid color inlay behind the figure to make it look like the old Handbook entries, or maybe even go crazy and put a bio on the front to make the package look like a Handbook entry come to life.
If it did well enough they could do characters like American Eagle, El Aguila, Gypsy Moth, Shamrock, the Brothers Grimm, Blue Shield, etc...characters most notable at this point for getting that coveted Handbook entry space back in the day.
@detectivehoag I did think Taskmaster for Boba Fett, but was trying to keep to the bigger names in Marvel lore - nevertheless that is a good match. Lando was tough - @basil-elks Turk would be amusing for Lando but maybe too much of a scoundrel?
I also wanted to suggest Iron Man for C-3PO but worried about the Armored legion backlash, and could not think of a match for Thor, and decided to ignore Jar-Jar...
