Okay, this was rougher than I expected, mainly because of the overwhelming desire to pick 9 Serpent Society members plus a Cap. But I tried to come up with a decently varied list. Everyone here is in their classic/80s/OHOTMU outfits.
1) Captain America (William Nasland, included shield must have a blue outer band)

10) Rattler (should be fairly easy using the Scorpion as a base)
Seriously. SO tempted to go back and make it 10 Serpents.
Seeing a lot of the same names here, seems like Hasbro should have a pretty clear idea of what key characters we are missing from Captain America (and Nick Fury and Invaders and other related comics).
